Session Details/Learning Objectives/Descriptions

A. LEARNING OBJECTIVE

Topics will include regulations relating to use of head start funds for third party and related party rental facilities; differentiation among repairs, minor alterations, and major renovations; acquisition, purchase and major renovations and related financing; acquisition and management of equipment, including disposition and required reporting.

B. OUTCOMES

Participants will gain an understanding of the relevant regulations, pre-approval checklist to support the
development and analysis of facilities applications, reporting forms SF-425, SF-428; and SF-429. The
session will include case studies, extensive exercises and Q&A opportunities.

C. AUDIENCE

This Seminar is designed for Executive Directors, Head Start/ Early Head Start Managers, Fiscal Directors, Procurement Managers, and Facility Managers with responsibility for acquisition, management, and reporting of property and equipment..

Walter K. Frye, MBA, CPA, Head Start T & TA Consultants, Early Head Start/Child Care Partnership Consultants

Walter has performed independent audits of Head Start/Early Head Start Grantees for 25 years. He has served as Chief Financial Officer for a $30 million Head Start/Early Head Start Grantee with multiple funding streams with State Pre-K which experienced “No Findings” with three consecutive triennial Federal Reviews. He also secured $22 million new market tax credit financing for acquisition of facilities. Walter’s experience includes T & TA support to 12 EHS CCP Grantees around the country since selection for the National Center for EHS/CCP Fiscal Consultant Directory and The National Center for Program Management and Fiscal Operations.

This seminar is designed to provide a comprehensive review and analysis of the new Head Start regulations governing the use of Head Start funds for the acquisition, management and reporting of supplies, equipment, and facilities. This session will review complex issues and challenges which Grantees are encountering for transactions incurred after November 6, 2016. Case studies and extensive exercises will be discussed including sample reporting formats.
